 BBMP Introduces New e-Khata Rules in Bengaluru to Curb Fraud and Streamline Property Records




In a major step toward ensuring transparency in property transactions and improving civic administration, the Bruhat Bengaluru Mahanagara Palike (BBMP) has announced a new set of rules for the issuance and maintenance of e-Khata documents across the city.

The new framework, effective August 1, 2025, is part of the city's digitization push and aims to eliminate fake documents, unauthorised constructions, and underreported property taxes. BBMP officials stated that the new rules will make e-Khata registration faster, more secure, and integrated with real-time property data.


📜 Key Highlights of the New e-Khata Rules:

✅ 1. Mandatory Online Application Only

All new e-Khata registrations and updates must be done only via the BBMP online portal. Physical submissions will no longer be accepted at BBMP offices.

✅ 2. Digital Land Survey Integration

Each e-Khata will be linked to digitally surveyed property maps. Any mismatch in survey numbers or dimensions will lead to immediate rejection or review.

✅ 3. Aadhaar & Property Tax Linkage Required

Property owners must now link their Aadhaar number and mobile number to the e-Khata. Additionally, updated property tax receipts for at least 3 years are required before approval.

✅ 4. Automatic Detection of Violations

The new system is integrated with BBMP’s GIS and drone mapping, which will automatically flag unauthorized constructions, encroachments, and illegal subdivisions.

✅ 5. Timelines for Approvals

  • New e-Khata for approved layouts: 7 working days

  • Conversions and bifurcations: 15 working days

  • Updates or corrections: 5 working days

Delays beyond these limits will result in automatic escalation to senior BBMP officers.


⚠️ What Gets Rejected Instantly?

  • Properties on lakebeds, buffer zones, or forest land

  • Properties without BDA/BMRDA/DC Conversion approval

  • Fake tax receipts or mismatched documents

  • Layouts not uploaded to BBMP’s master planning system


💬 BBMP Speaks:

“We’ve seen over 2 lakh fake Khata entries and over ₹500 crore in tax evasion in the last 5 years. This overhaul ensures only genuine, verified properties receive Khata,” said BBMP Chief Commissioner Tushar Giri Nath.

He added that citizens can now download verified e-Khatas with QR codes, which are acceptable for bank loans, registrations, and court records.
